ITEM:  Correspondence and Reports

Nameplates will be ordered for the entire Commission and the Recording Secretary.

The meeting schedule for 2002 has been approved with a couple of changes.  The updated schedule will be sent to Commission members for the December 5, 2001 meeting.

The annual IWA/CC Christmas party is scheduled for Monday, December 10, 2001 at 6:30 p.m. and will be held at Calamari
ITEM:  Wetland Officers Report

Jeff explained that he has been exchanging calls with Mr. Charbonneau, but neither has made contact with the other.  There will be an update at a later time.

Jeff told Commission members that Northern Hills have met all conditions placed on their application.

The Holly tree on Buckland Road will be relocated onto the Evergreen Walk main site and will be one of the focal plantings of the site.

ITEM:  Public Hearing

Mr. Jeff Doolittle, the Town Engineer for the Town of South Windsor came before the Commission to represent this application.  Mr. Doolittle explained that when the Buckland Mall was constructed in 1990, Slater Street was cut off and ends abruptly.  The main concern is that the size of the street does not allow enough room for large vehicles to turnaround.  The proposal consists of creating a cul-de-sac at the end of Slater Street, which will enable larger emergency and service vehicles to turnaround.  In order to construct this, approximately 2400


square feet of wetlands will be impacted.  Mitigation for this disturbance will consist of planting wetland species

along the slope and further down the street to the north where clearing has been done.  The road will be paved and to alleviate drainage problems on the street, the single catch basin will be replaced with a double catch basin, which will be extra large and deep.  There will also be a hood over the outlet.  The road will be curved in order to allow run off to be directed to the catch basin.  The Town believes this will increase the accessibility and safety of this street.  It is also believed the wetlands are being enhanced by the addition of plantings and the improvement of stormwater quality.

Jeff Folger told Commission members that a list of plants has been submitted for the mitigation being proposed.  There will be a maintenance schedule on this basin and habitat will be made up.  Mr. Folger also told members that he felt this plan is adequate compensation for the habitat plants that are being lost and the upgrade to the existing drainage will improve water quality.

Commissioner Kelly noted that the pond on Slater Street is similar to the Desmond Pond area and felt an observation area would be good compensation as mitigation.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

The permit is valid for five years and shall expire on November 21,  2006.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

A contact person shall be identified on the plans.

Mitigation plan to be placed onto the plans.

Jeff told Commission members that this site crosses two wetlands and many of the proposed lots contain regulated areas.
